Each 4x4 Response group is run by a Committee and overseen by a Board of Trustees. These are the Wise Wizards who keep the Charities legal, all paperwork completed and plans made.

They are responsible for everything that happens across the organisations. Elected to their positions by group members and have a lot of work to do that Operational Responders never see. Trustees don't need to be Operational Responders, but do need a good knowledge of running a charity and how 4x4 Response work.
